I believe this is part of the reason why some tailgate. Drafting is done in auto racing and allows the sharing of wind resistance. Some people follow 18-wheelers closely for this reason. Since the highway is not a race track and they are not trained to drive like that it is at least dangerous to follow that closely.
I would consider the fact maybe its not just rudeness but for that reason.
Either way it seems for me that most want me behind them. Occasionally I get a person behind me but not for long.
