Not being pulled over doesn't mean it's allowed, it may just mean the LEO's don't want to mess with it.

I pulled a trailer behind my 5th wheel through West Virginia, North Carolina, Virginia, and a couple other states that don't allow double towing. I never got stopped, but that doesn't mean it was allowed, I just never got stopped.
