I suspect your list is a bunch erroneous. In California for example, towing tandem IS legal, IF you are a commercial vehicle and the driver has a CDL.
For Joe Citizen to put a boat behind his 5er? Busted. Well, potentially busted.
And God forbid Joe has an accident and the sharks (lawyers) smell blood and start circling, because if you're running outside the law the chances of your insurance company going to bat for you are about the same as those lawyers deciding to cut you a break this time.
