In California, it was explained to me by a nameless official, a Class A CDL is required for towing doubles (truck/trailer/trailer) because that is the only license issued by California on which a "Doubles Endorsement" can be added.
Some states require a Doubles Endorsement on their "normal" license, many do not require an endorsement.
The license has Reciprocity; length, width, type of hitch required, safety chains, trailer brakes, etc. do not.
