Yes. Bath faucet does the same thing.
Cold water comes out first when cold is turned on.
But when water pressure drops a little. . .the water pump turns on and the water stream turns warm (briefly).
And when the pump shuts off, the water stream reverts to cold.
And so it cycles cold/warm/cold/warm/cold.
