Yes it could, if you're saying that you can maintain a steady speed all the way up the grade, and the steady speed is high enough to allow you to pass the higher-horsepower vehicles of which you speak.
Also, you could readily convert the drive axle torque to thrust, and show one more form of power that can be considered to be what actually propels your vehicle.
Not only can I keep a steady speed but I can accelerate up to the governed speed........from a dead stop...... on the grade..... in overdrive
