ST tires are a niche tire...always have been even when they were all made in the USA.
Their numbers are small compared to P and LT tires so a china tire maker may set up and make several thousand ST tires in a batch. Then go on to their regular monthly scheduled tire mfg business for the rest of the year.
JMO but this is one reason a particular rv trailer mfg may have various odd ball ST tire brands on their trailers even in the same year period.
I doubt Goodyear is set up to supply enough ST tires for the rv industry and all other trailer types in this country.
RVIA is like other USA businesses who want special treatment to get around tariff issues.
