It's like a car wash that advertises hand washing. If they wash the car by hand they've met their promise. Even if the car is streaked and dirty when they're done.
You pay for your site at a campground, and they state that it includes water, electric, and sewer. You hook up and discover that the water pressure is so low that it's nearly unusable. Do you complain? After all you do have water. Or do you figure if you need water you should supply your own? After all you do have a water tank.
