I wouldn't have a clue on what they needed or how it could be fixed.
A little friendly guidance.
A ride to a local motel.
A ride to local charity.......food bank depending on needs.
A offer to call some one for them.
Just a friendly face.
Amazing what just stopping and asking "Can I Help You" does for those in a 'situation'

BUT I will stop and offer help to anyone.
I've been on the other side of good times and I can second what OB said, it's amazing how little it takes to alleviate a sense of despair. Paying it forward doesn't require much, sometimes like OB suggested a friendly face in a bad situation is enough.
With that said I don't see anything wrong with poking fun at this this photo; no one is wishing harm to the drivers of the rig and it is a past tense photo.
