Well, even if we ignore the brake aspect (which is a pretty huge piece to ignore), there's still more to this comparison than just the ease of hookup connecting/and disconnecting.
With the adjustable tow bar, it can be folded, collapsed, and stowed on the back of the MH pretty much all the time. No need to remove and wrestle the thing around, or have it sitting on the front of your toad like with the fixed arm. Thats a pretty nice advantage, that many people prefer.
Now, does all that justify the cost? Thats a personal question, that everyone has to answer for themself and their particular situation. Look around, though, at the various MHs in campgrounds next time you camp, and at the Motorhomes you see on the road. Look at what they're towing with. You're going to find most use the adjustable type arm. Sooo, obviously most people will say that the answer to your question is YES, the adjustable type tow bar IS worth the extra cost, for what it gives you.
But, here again, only YOU can decide that for your specific situation, circumstance.
