tightening dump valve handle

My dump valve handles come through the frame and have a metal sleeve around the rod. When they are extended you can then see the actual rod the handle is attached to as it comes out past the sleeve. Is this the part that you can turn to tighten or loosen? How do the valve handles actually tighten. There are no screws on the t handle end so Im guessing you just turn the rod because it probably has threads on the end?. Turning the handle itself does nothing

  • One of mine fell off at a park when I pulled it. It just screwed back on. The rod is threaded on the end.

Thats what I was afraid of. Not that that is a huge deal just didnt want to have to cut holes in the bottom
