I would recommend going radial for the sheer increase in gas mileage due to lower rolling resistance of radial tires. When the bias ply tires on my 2007 TT needed replacing, I went radial, and mileage jumped from 13 mpg to 16 mpg average. That's a 23% bump.
And for what it is worth, I'm not a bit surprised the manufacturer would put on absolutely the cheapest tires he could get his hands on, even if those were barely rated adequate for the load. Remember, they can charge you extra for the trailer if it has a microwave, or TV, or full-size queen bed. But getting a couple bucks extra out of you for tires . . . well, you gotta have tires anyway.
