What makes you think they are not ST tires? The website specifies that they are for trailer use only and not to be used on passenger cars or trucks. They are also on the Special Trailer Tires section of the website. Sure looks like they are ST tires to me (in my opinion, there is nothing wrong with that). They do have a higher speed rating than the normal ST tire does though.

Kumho 857 does not use the ST designation. Click on tire size & technical data and see they are also an all position rib tire. I believe the C means commercial and not the ply rating as has been suggested. The ply rating is 8/D, not C.
So, not an ST tire. I would say they are comparable to LTs.
I have been researching for a year to replace ST185/80R13 and the Kumho 857 is my choice. I realize I will need to buy 14" wheels.
