The ply rating of that Kumho is indeed "D", but notably weight carrying capacity given at that link is quite a bit less than even a cheapo "ST" tire like this Loadstar.
I'd bet dollars to donuts that's where they get the extra speed from. Lower the weight limit, up the speed limit. Works for lots of tires.
