We do balance all trailer tires unless the customer says not too..... Might as well do it, it's off the trailer and 2 feet from the balancing machine.
Now there is IMO an honest and most accurate statement concerning balancing tires. The tire shop makes a couple of bucks and it does no harm .... HOWEVER IMO it is far from a necessity and in almost 40 years of RVing and COUNTLESS TT tires I have NEVER had one balanced. There really is no reason and the reason for balancing is because it is done on normal vehicles mainly for NVH issues since even slight balance issues on the steer axle causes all sorts of issues including mechanical. In fact I would question any knowledgeable tire dealer that wants to balance tires going on a trailer since I would question his competence in general and the reasoning he would want to balance the tire outside of a little extra lining in his pocketbook. This same concept applies to rotating tires on TTs ... they just don't see enough miles before replacement in general to benefit from rotating them.
