how hard to replace the little sliding toilet seal ,in the bottom of the toilet? does not hold water anymore. Thank you

You'd have to remove the toilet to work on it, "how hard" this is depends on your abilities and interest ... for some, a PITA, for others a minor task. You haven't indicated just which make / model of toilet you have so your first task would be to confirm you can actually get the replacement part you need, then whether it's worth it to you to fix or whether you'd be better off in the long run to simply replace the entire toilet with a new one.
