Quite likely they are full and people are not required to leave until after your desired check in time. Plus, we all know that saying you are going to arrive at 11 doesn't always mean exactly 11. We have had too much experience with people wanting early arrivals, stating a time frame we could live with (between the check in and check out window) only to arrive hours earlier. Logistically, that doesn't work and creates ill will for both us and the guests when their site is not available. The only option for us has become strict adherence to check in and check out times. It isn't about the use of the facilities or the utilities, it is about having space available.
Simple question, do you get this wound up about all the other businesses that will not accommodate changing their hours to suit your needs? Restaurants open and close at designated times. Airplanes fly on a schedule. Hotels enforce check in and check out times with about as much flexibility as the average RV park. Arrive a few minutes early, generally not a problem, arrive 3 hours early, they tell you the room isn't ready.
