Like almost any hotel would do. We have frequently called a hotel and asked about early checkin and never got such inflexibility. They always offered to let us know if the room is available sooner and often it is. Or have offered to hold our luggage for us if not. Some flexibility.
And in these cases, I am quite sure there were plenty of spaces free because I checked the reservation system. You would think they would be more accommodating instead of turning away a customer and free money.
OK, so if the site is available as of today, you want them to let you arrive early. However, the day before you arrive, someone else arrives and needs a site for the night. But, since they already promised you an early checkin, they can't rent the space to this other person.
