I didn't hear where you offered to pay an early entry fee or for the night before. I'll bet if there was an open site and you offered $100, they would have been happy to let you in early.
Hotels may let you in an hour or so early but show up at 11am (3pm check-in time) and they typically tell you to come back around check-in time, so nothing unusual in the parks approach when compared to similar business.
As far as not using the facilities...it's not an a la cart menu. Way too much hassle to try an police it after people say they won't use the pool but they do anyway...and then if they do, the park staff comes across as jerks when you put them in that position. If you don't want facilities, consider a walmart parking lot.
