Of course not, you've rented that site for a specific period of time, if you leave before the official check out time that's strictly your choice and is not being forced upon you by the park. Here in the Ontario provincial park system check in / check out time is 2pm so if we leave home just after rush hour in the morning we could easily arrive at the park by noon hour. After we check in we usually swing by our intended site and you're right, in the vast majority of cases the previous occupant has already left, in which case we're free to start setting up. However, if we find the site is still occupied we obviously have no issues at all with that as it's still their site until 2pm. Instead we'll head to the beach or somewhere in the campground where we can park, have lunch, and eventually return to claim the site at 2pm. Only once in 20 yrs can I remember the former occupant not leaving on time but park security dealt with the situation immediately. As far as leaving is concerned we'd typically be on our way by noon but sometimes instead of heading directly home we'll park near the beach and enjoy the rest of the afternoon there, maybe even take a shower and have supper before heading home in the early evening hours. It's all so common sense I can't for the life of me understand the OP's outrage over the responses he received from these parks that would cause him to actually post his complaint on a public forum, only to discover that almost everyone completely disagrees with him. :h
