Yes, much of the fuel is delivered by the same truck to various vendors, but the additives are blended at delivery to the vendor's specifications so what leaves the nozzle can be much different than from the vendor down the street. It is also interesting that Chevron makes Techron "injection cleaner" that is already in Chevron, is also used as an additive by other vendors and can be added by you if top tier gas is not available.
Honestly, I think that if at least every third tank or so is top tier, you will be good.
