They normally have solid mounted axles, mine is a solid Dexter axle welded to the dolly frame. It's almost impossible for it to get out of alignment without a serious impact, and just as hard to get the alignment to change, so normally you would indeed say they cannot be aligned. An inch of toe is huge, you'd have a big problem with that. It should have around zero toe.
