Tow Dolly

I am going to purchase a Tow Dolly. My tow vehicle has only 29,000 miles on it so we are keeping it but cannot go to towing it on all 4's
any way which is better, electric brakes or surge brakes on the two dolly?

    We have surge brakes and it works well. Check your local laws as some states surge brakes are a no no.
