I doubt he is removing the standard mirrors, so legally, he's fine.
I presume since he specifically said "tow" mirrors, it would be does he need extensions to better see behind him.
As long as the standard mirrors provide a good view down the sides of the rig and the rear view camera is reliable, it should be fine. - BobboExplorer IIA rear view camera shows what is behind you. Tow mirrors show what is beside you. Since they show different things, why would you think you could eliminate the mirrors?
- pitchExplorer IIIn most states if not all, having side mirrors is the law. Law or no it would bethe epitome of misplaced confidence to count on an electronic device to function as it should at all times. Do you want to be merging in bumper to bumper traffic and have a camera glitch? Mirrors workwell!

With a rear view camera do I still need tow mirrors
When you say "tow mirrors", do you mean add on mirrors for your vehicle? or do you mean actually remove the side mirrors of your vehicle and just depend on the camera?
A friend had very poor attachable tow mirrors for his truck (they shook and vibrated at speed). So he used his rear view camera a lot, but still kept the side mirrors on the truck - they gave him views of the sides of the truck and trailer that the cameras didn't, especially when maneuvering at slower speeds.
I would still keep the tow mirrors. - bukhrnExplorer IIIOn my MH, I have both, and wouldn't be without mirrors, the camera doesn't show all, basically only straight behind you.
- scbwrExplorer III would want to have mirrors. Cameras are great, but the mirrors may allow you to see more than what the camera does, and if the camera fails, you have a back-up system.
