You're towing, it's called tow/haul. Use it.
I use it on my Chevy all the time, even when not towing. I like the way it slows the truck without so much brake pressure. My brake pads lasted about 200,000 miles.
The 6.4 is not known for good fuel mileage. I don't think it's low because of tow/haul.
