That's not correct. In my truck, enabling Tow Haul eliminates both 5th gear and MDS. While in Tow Haul 4th gear is the highest gear you can get. Riding in 4th gear in those conditions just wastes gas since the additional RPMs aren't needed. By disabling Tow Haul while cruising, both 5th and MDS are available.
