Under those conditions, it has already effective turned itself OFF already but is poised to come into play as needed.
If you reasonably think you will need it in the next hour or so, just leave it ON.
Unless, of course, it gives you some kind of satisfaction screwing with it all the time. :B

I use tow haul all the time in my gasser ford because the shift points, especially downshifting on hills is much better. And in newer diesels, they're programmed to borderline lug the engine for economy and it's super annoying. 1 push of the button and annoying disappears!
