The tow/haul mode changes a vehicles transmission shift patterns. Pulling heavy loads requires more power. The tow/hail mode reduces shift cycles (less wear and tare on the torque converter and transmission). Depending on the truck it may also boost torque and engage an engine braking mode when going down hill.
In general, the tow/haul mode changes shift points to higher RPM limits. When going down hill, you may notice that the transmission will downshift earlier than normal, allowing engine braking, saving wear and tare on brakes.
Many manufacturers design it to disengage the vehicles overdrive.
If the transmission is shifting in and out of top gear frequently even on level ground its time to engage tow/haul. The slightly less MPG is cheaper than replacing the torque converter, transmission, or both.
