What to do? I was on a steep grade and tapped my brake and it downshifted from 3 to 2 and hit 6000 rpm. I still wanted to slow down more but could not hit the brake again as I was high on rpm already ...

Instead of tapping the brakes perhaps you should have hit the brakes hard the first time. Tow/Haul is not a substitute for brakes, it is a assist for brakes.
