Surge brakes on second trailer. I would imagine any "purchased permit" would apply to commercial and not to recreational. Lots of naysayers but it can be done and done safely. You need to be a bit more prepared with routes and less spur of the moment. Lots or grey area in vehicle codes so do your best to abide by the regulations in your home state.
