I'm pretty sure your Ford integrated brake control senses 'change in momentum', just like any other electronic brake controllers. They splice into the boo (brake on/off) switch. When the boo closes the curcuit the controller sends power to the trailer brakes proportional to the change in momentum. The hydraulic brake controls from 20 years ago were plumbed into the brake master cylinder, and sensed brake pedal pressure. Abs brakes made them obsolete.
The control is hooked to a brake line and senses fluid pressure.
