The last time I had a trailer brake problem it was a brake wire with insulation worn through in one of the wheel/brake housings. As the wheel rotated, the wire intermittently was making contact and grounding out. The problem went away when I moved the wire from where it was rubbing and covered the bare spot with electrical tape.
