Simple root of the cause....HE WAS GOING TOO FAST.

IMO, if this TV/TT had been properly configured, the sway (and the accident) shown in this video would have never occurred. It would have simply been a rather innocuous video of a TV/TT passing a semi at an unsafe, excessive speed.
In my estimation, wind wash from the semi started the sway. As we've all experienced, when a semi passes you, or you pass a semi (especially when there's high speed differential), there's a significant push and pull motion--perfect ingredients for magnifying any existing sway problems one may have.
