It all comes down to ignorant or uncaring people. I started towing shortly after I could drive which was 50 years ago. Started out towing a utility trailer, then a boat trailer, then a pop up and now on our 4th travel trailer. I am always reading to educate myself. A few years ago I saw a pop up trailer go over a railroad track and came off the hitch. Fortunately, they did have the safety chains which kept the trailer from detaching from the vehicle. I helped the driver get it back on the hitch and gave him a 1/4" bolt and nut to put in where the hitch pin should go and told him to buy a hitch pin as soon as possible. he had no idea.
