That's the way the load tables were set up by the standardizing organization, The Tire and Rim Association (TRA). They could easily have picked a different speed with the result being a different set of values. In fact, the load table as published by TRA has a note about adjusting the loads based on the speed.

Well, you left off some very important parameters, such as ambient temperature. A tire in a lab running in 100°F ambient air (the standard lab temperature for tire testing), is going to fail sooner than one operating on the highway at 30°F.
