I have not seen that. in fact I've seen many laws and rules where states LIMIT entry into their states.. For example if you travel from AZ to CA there is a check station and if you are carrying counter-band.. Turn around and go back.. People have crossed from MI to Ohio in violation of a quarantine and been arrested and their property which is what was quarantined destroyed.
That last was for medical reasons by the way (Emerald Plant Borer quarantine against transporting bark on firewood 500 Pounds of it).
So I do not think there is any constitutional violation and highly recommend you download and read both the Constiution and the Declaration of Independence....
I've been in many political discussions (elsewhere) where I copy and paste the applicable article or section and occasionally even the preamble.. Interesting reading.
