I would return the L bracket so that it makes the bars level with the A frame or so they rest completely flat on the bracket.
Then tilt the hitch head some more to make up for the lost tension on the WD bars.
You should be able to adjust the hitch as mentioned so that you get the same desired weight distribution that you have now but with the bars riding flat on the L brackets like they should.

Yes to above that the bars should be parralel to the trailer frame..
Additionally you may be putting too much weight on the front of the TV.
Did you measure the wheel wells to ground with truck unhooked then hooked with WD engaged?
How many washers are you using?
