That's interesting. In the last couple of years I've registered vehicles in both Polk and Brazoria counties. Brazoria requires the smog inspection, Polk does not. Neither of these asks for proof of safety inspection with registration renewal (only proof of insurance). The only exception is a new registration. A new to Texas registration requires the inspection first.
The official Texas DMV website doesn't say anything about requiring proof of inspection prior to renewal. Maybe your county is doing it's own thing?
I did not say it was required NOW. I said that it is most likely coming in the next year or so.
Also,, only some counties, depending on population and some other things require a smog test along with inspection.
