Please note that I wasn't replying to you but to someone who reports that he has been required to show proof of inspection for the past 4 years.
I looked around the internet a bit and don't find anything about the policy changing but I'm not saying it won't.
It will be interesting seeing how it works out. Right now you can renew a registration online and they automatically query the state insurance database to confirm insurance so they may be setting up to do that with the safety inspection too.
