I've never had another state question my out-of-date Texas inspection sticker but if you're concerned about it, just remove the sticker once you're out of state. One, they have no responsibility to enforce Texas laws and two, without an out-of-date sticker to trigger their attention, they wouldn't think to question it. That being said, if you're in another state's county where they have emission inspection requirements, you need to be able to prove you haven't been in their jurisdiction long enough to meet that requirement.
