Having been a resident of Texas for 11 years the only time the Texas vehicle inspection even comes into play is when you are in the Lone Star state. We renew our vehicle registration online every year and the mail service sends it to us wherever we are located. My '03 truck was inspected when new (2003), then again four days after getting back into Texas in 2010. No other state has any idea what is required with another state's vehicle inspection. They are all different all over the US. Some states have NO vehicle inspection. Another state cannot inspect and put a sticker on that vehicle since it isn't even registered in that state. If you feel that the out of date inspection sticker will draw attention, just scrape it off.
