Something odd about your situation. I have lived in Collin County all my life and have never had to show anything but proof of insurance for my wife's SUV, my truck, and my 5er to renew my registration.
According to Collin Count Tax Assessor and Collector Website renewing a current TX vehicle registration only requires: Proof of Insurance, Plate or VIN and payment of appropriate fees....nothing about 'inspection'
