Same here in PA, but only works in theory. We have plenty of idiots running around with no insurance and invalid registration. If you don't have the moral aptitude to have insurance, and understand the ramifications of it from not only a legal but financial perspective, you most likely don't care about the registration either.
Unless a LEO noticed the small stickers date/color in the corner of the plate as expired, or ran the plate, you could probably get away with it for a long time.
Recently PA made it even easier, as now they do not even issue the small dated registration stickers.
