Totally agree that this is the way it should be. In addition the license plate should be confiscated as these 'stickers' are somewhat hard to recognize as many drivers cover there license plates with some type of dark plastic (i think) making it hard to read the license plates. This is my 2cents worth. :)
Around here and in Ohio, obscuring your plate in any way (tinted covers or whatever) gets you a ticket. Big thing in Toledo with their stoplight cams was the prismatic covers. They outlawed them and ticket people with them.
