There is- it is called the National Highway Traffic Safety Administration and they have their own website where you can file complaints. Until enough RVers actually complain where it will do some good, nothing will be done.

By now, most RVers on this forum, and others I am sure, have seen enough posts about inferior ST tires that their suitability cannot be questioned.
When I special ordered my trailer, I ordered 16" tires so I got LT tires. Towed that trailer all over never without a hint of tire trouble.
