This idea is a pain - when this person is present you can fold up your chair and lean it against the RV when you go inside. When that person reaches for the chair you ask them what they are doing, then politely deny them the use of the chair. They will ask why. You can insert the explanation of your choosing - or say "because I said so".
If this person then proceeds to take the chair and sit in it, you have now given park staff adequate justification to appear at your request, confront this person, and ask them to return to their site.
Yes it is a pain, but this person may not see you as an authority figure who can dictate to them. Let the park staff do the heavy lifting. It's their job to help maintain peace in the park.
