The person wants to camp. If you camp, you will have mosquitoes. Why harp on that. If you can't handle mosquitoes, stay in a town. 
Now to the better parts. I have camped in both the northern MN and the UP. (not U/P). Both are great. If you want some higher mountains, the UP. If you want lakes, than MN is best. Both will give you a great experience. 
If you want something different, try the North Shore Drive from Duluth MN to the border. Means moving a lot. 
MN has State parks, State forests, Core of Engineers, City, County and of course private CGs. If one is full, go on to the next. 
By planning a little ahead, you will find county fairs and city Days to go to for a different experience. 
But don't worry about mosquitoes, humidity, or hot or cold. 
You will be in the woods. Shade is 5 feet away. The lake will be less than 50 feet away. An a jacket will be in your car.
