Roy, you said it must be different out west, it's not. I don't know of any organized campground that allows unlimited or even overnight generator use. Restrictions do vary from place to place. For example: Bryce and Yellowstone allow 8am to 8pm. Zion South is 8-10am and 6-8pm. Zion Watchman has some electric available and no generator use elsewhere. Rocky Mountain is 7:30-10am and 4-8:30pm. Glacier is 8-10am, 12-2pm and 5-7pm. The nice thing about camping out west at higher elevations is you rarely need AC. I've always assumed that if I camp where AC is needed I would have to have HU.
The biggest factor (among many others) that drove me to solar was having to be in camp during generator hours. Those are often prime times to be out-and-about. And yes, there are "generator hour cheaters" most everywhere.
