We almost exclusively boondock on BLM land. The group of us that go there run our generators (all Honda inverter generators) all night, so we don't have to listen to them during the day when we are outside. If someone can hear our generators, they shouldn't have pulled in so close to us.
Campgrounds are a different animal. I agree, follow the rules. If the rules allow them and you don't like it, go to full hook up campgrounds. The ones I have been to, which isn't many, have been quieter than some NPS campgrounds I have been to, including Yellowstone.
