Honestly I think it is mostly a lost cause. If it is legal people will do it. How much can you hold it against them?
But if you want to try here goes:
1. RV generator technology is old and could stand major updates. Even the Yamaha and Honda inverter generators are at least 12 years old, some much older. I'm certain they could be made quieter, cleaner and lower maintenance.
2. If every new RV had LED lighting, a couple hundred watts of solar power, an easy to use state of charge readout, 200 AH battery, fantastic fans, and LED TV the need for generator would be reduced. This would not be a huge burden price wise these days.
3. Training of campers to avoid needless or marginal generator use. I don't mind someone running generator if it is hot and humid within permitted hours. Running a contractor generator to watch TV is another story. Campground could have generator hours plus good neighbor recommendations. In some cases enforcement of rules already on the books would be desirable.
The goal of all these would be reduction and incremental improvement. A night and day change is a stretch :)
